Greeting from the Chairman
I am very pleased that this association has been formed to tackle the common challenges for the commercialization of floating offshore wind power generation at an early stage under the joint effort by the power generation companies, and I am humbled by the responsibility of my role as a driving force for this initiative.
The issues surrounding floating offshore wind power generation are complex and wide-ranging, but through the activities of this association, I would like to work with a sense of mission to develop the technology that will form the common foundation to foster and develop the floating offshore wind power generation market as to play a role as an ‘accelerator’.
In addition, we hope to promote activities that will lead to the international standardization of the technologies and systems which we will develop and to the promotion of industry in Japan by working in partnership with the relevant regulatory bodies and industry, and also by deepening our overseas partnerships in Europe and the United States.
We look forward to your guidance and cooperation.


FLOWRA’s mission statement
In promoting the commercialisation of offshore wind power, we will contribute to the realisation of wide-area, large-scale commercialisation of floating offshore wind power in particular and the early achievement of a carbon-neutral society, by jointly addressing research themes that reduce costs and risks or promote technological development. In addition, the project will contribute to the creation of a new domestic industry with an eye on overseas markets.
Purpose of Establishment and Mission of FLOWRA
To this end, FLOWRA has collaborated partnerships with Japanese general and marine contractors, as well as manfacturers of materials, shipbuilding, heavy electric equipment, etc., and are promoting technological development from the perspective of process innovation. FLOWRA is also working with foreign non-profit peer organizations where commercial projects exists to expand the global market.
Established in March 2024 with the approval of METI with the aim of contributing to the realization of large-scale commercialization of floating wind turbines, a CN society and the creation of a domestic industry, by Japanese developers to support development of common basic technology that reduces the cost and risk of floating offshore wind including cooperation with overseas organizations. As of the end of July 2024, there are 21 participating companies. Specifically, we are working on the following:
1. Developing optimal design methods by considering structures as an integrated system.
2. Defining specifications and standards for serial production technologies with partners around the world.
